Workshop 8.12. in Copenhagen on Public Procurement and Innovation within the Health Sector / Nordic countries

As an initiative of the Nordic Council of Ministers and Nordic Innovation a workshop was organized 8.12. 2011  in Copenhagen.

The aim of this joint initiative is to speed up and facilitate Nordic cooperation within the Innovative public procurement field, with specific emphasis on the Health sector. Another positive impact is hopefully alignment with EU initiatives as advocated in the Horizon 2020 strategy and upcoming EU work programmes.

The first PCP call for tender in Italy: a pilot project in South Tyrol

In October 2011, the Autonomous Province of Bolzano / Bozen, Italy, also known as South Tyrol, launched their first PCP “Closed Loop” call for tender to get radiotherapy appliances developed and supplied.

One of the first examples of true pre-commercial procurement call for tender to be set up in the European Union, the PCP call can be downloaded from the Bolzano Province official website www.bandi-altoadige.it along with all the relevant documents, forms and guidelines for participation. Available both in Italian and German, the call for tender has been set up according to the specific point of view of the local administrators and shared with the DG Information Society and Media  of the European Commission.

Draft agenda PCP Event 11-12.4.2011  High-level event on pre-commercial procurement – towards a smarter research and innovation procurement strategy for Europe (11-12 April 2011, Budapest) organised by the European Commission in cooperation with the Hungarian Presidency. The profile of the participants for the PCP event is 250 key decision makers from Member State ministries, CEOs of procurement agencies, industry and the EU Commission.

PreCo-project is participating in the organization of the two break out sessions on 1. ICT for Healthcare and Aging Well  and 2. ICT for Sustainability ( Energy / Environment).

Study: Finland has good preconditions for creating lead markets

The Finnish Ministry of Employment and the Economy and Tekes have studied the exploitation of the European Union’s Lead Market Initiative in the development of innovative products and services in Finland. According to the study, from the Finnish perspective possible lead market ares include electronic health care and welfare services for citizens, and wood-based biodiesel.

Smart Personal Health, workshop on “Procuring personal health systems”, 17th June 2010 in Belfast

A background paper on how to advance integrated and personal patient care through procurement taking into accout issues such as interoperability. Procurers have to consider requirements of and benefits for a wide range of stakeholders; patients, clinicians, administration, insurance companies and the authorities.  Procurers can play a key role in driving market development towards standards based interoperability and deployment of more innovative eHealth solutions.

Can Pre-Commercial Public Procurement (PCP) address these questions in a more innovative, cost-effective  and end-user friendly way? Please provide input and share your experience  with us on this subject.
