Innovative Public Procurement Guide to promote Pre-Commercial Procurement in Spain

The Ministry of Science and Innovation has published the “Innovative Public Procurement Guide” aimed at public authorities and other agencies and public sector entities. The Guide book´s functions is to support demand side actors to make use of the best and most appropriate application of procurement procedures.

This guide is intended to help actors to understand public procurement, in both types of public procurement models:

-           Public Procurement of Innovative Technology (CPTI)

-          Pre-Commercial Public Procurement (CPP).

This guide has been created under the Spanish Strategy Government for Innovation (e2i), approved on 2nd July 2010 by the Council of Government Ministers’ agreement, to promote the public purchase in the field of innovation.

This guide is addressed to public administration, policy makers, politics, enterprises and social and economic agents to make them understand the best way to acquire innovative products under the pre commercial procurement as a tool to promote the innovation policy.

As the guide says: “the potential of the innovation is based on the knowledge of the public needs and in a better and high qualified of the preparation and planning of the public tender”
